Empire Wind Project Resumes Construction After Trump Administration Lifts Pause
The Trump administration has lifted its stop-work order on Equinor’s $5 billion Empire Wind project off New York’s coast, allowing construction to resume on a wind farm expected to power over 500,000 homes by 2027.

On May 19, 2025, the U.S. Department of the Interior lifted its month-long stop-work order on the Empire Wind 1 offshore wind project, developed by Norwegian energy company Equinor. The $5 billion project, located 15 to 30 miles south of Long Island, had been halted in April due to concerns over environmental reviews. The pause threatened 1,500 jobs and incurred weekly losses of up to $50 million. With the order now lifted, construction is set to resume, aiming to supply 810 megawatts of renewable energy—enough to power over 500,000 New York homes—by its anticipated commercial operation date in 2027. The project also includes the redevelopment of the South Brooklyn Marine Terminal into a major offshore wind hub, contributing to New York’s goal of achieving 9 gigawatts of offshore wind capacity by 2035.
